To answer that question, I suggest trying out frenzy first. One level is enough to get a feel for the ridiculous run speed accompanying frenzy. If you can deal with it, get frenzy. Otherwise- something else.
I have a Frenzy barb who uses:
Arreats 'IAS jewel'
Highlords
Death CS/Grief PB
Duress
LOH
Nos Coil
Goreriders
Rare ring/Ravenfrost
I need 65 IAS to hit a breakpoint (I think, frenzy IAS confuses me) hence the Nos coil. This set up is a bit fragile as I went crushing blow heavy. You could change the Duress for Shaftstop if you want to get in some PDR. (However, 4K life means it's not really neccesary).
As for skills; have your one point wonders the nmax sword mastery, frenzy, battle orders, taunt and finally double swing.
That's what works for me anyway.

Iron build my variant
20 frenzy
20 battle orders
10 shout
20 mastery
8 taunt
12 double swing
With 1 pt in Berserk and 2 pts in Warcry. Works good.
I need to get to level 86 to get my last skills in place (Berzerk) for the magic dmg for Frenzy
Wearing Dracs, Arreat 15ias/37ED Jewel, Highlord and 2 ravens, COH, Dungo, Treks, Edeath CS/Grief PB
and got another WC GC 32 Life. It's a fast swing with the additional 35ias off the wep on main hand.
Level 83 now with merc wearing the shaft, Doom Cryptic Axe, and Andy's helm and Might Aura.
