Charges question

Do + Skills help item charges? And if they do, is it only + All Skills that will affect it?

I was gonna use a Summoning/Poison hybrid to kill ubers (yay urdar revives) and I had a rare shield with +2 Necromancer Skills +3 Poison Nova and +3 Decreptify. I was going to use a wand with LR charges as a switch so I wouldn't have to spend any points into curses. Uber meph's poison resistance is 110, so I need a level 7 LR to break his poison immunity. Whew, that was a mouthful.

Is it possible to shop revive/lower resist wand then?

Cursing (+3 Curses) wand with +3 Lower Resist? Then you'd only need one more +skill (All/Necro/Curses) to reach slvl 7 LR.

Level 7 (PR -51%) will only reduce Mephisto to PR 100% (110 - [51/5] = 110-10); level 11 (PR -55%) is needed to break his immunity by reducing him to PR 99% (110 - [55/5] = 110-11).
