The datamine info. pretty much confirms that the final boss arena is the Crystal Arch and the final boss is Diablo himself, how he infiltrated the High Heavens is a matter of speculation

Me thinks Izual/Inarius/maybe Malthael told him how to get there, Loki and frostgiant style.
