Blood Raven's Charge, is it useful?

So as I'm looking through some of my mules today, I realize that I have two of these interesting bows taking up space in my inventory. I think to myself its a very interesting bow, but can it actually be useful? Since its amazon use only it kind of limits its abilities, but the ability to fire level 13 explosive arrows interested me in combination with a plus 4 to bow skills and huge ar bonus. So I guess it comes down to two questions I have about the bow itself and what it can be used for.

The first one I'm sure is probably somewhere in the statistics forum but I might as well ask so I'm sure, since it fires a level 13 explosive arrow, is that affected by plus skills and plus amazon/bow skills? Essentially can I effectively raise it to a high enough level through +skills to be useful.

Second..If this bow can be viably used on a zon, then what kind of build would make use of it. The best thing I can come up with is a synergized explosive arrow zon, but I would need an effective backup and if the level of the explosive arrow being fired can't be improved then I'm not sure if it will be effective anyway.

Nope, those explosive arrows can be synergized but not raised in their levels.

It's not really a good candidate for any build. The possible +4 bowskills is only one higher then the +3 you can get from any amazon only bow. Combine that with rather low physical damage, no extra IAS and the level 71 requirement ...

35k charsi. It's a bad bow.. only use i see is using it on a novelty character.
