of corse not.
They are still working on the new sistem of runes. Sure it will still change the skills, but i dont see all this coming to the final game. Anything that improve your loot drops throuth skills is just..ridiculous. Blizzard will make this a "must have" in EVERY build.
They wouldn't do that..

I like how they've named the rune alterd abiliies, like Rune A version of "Wrath of the Berserker" as "Insanity", Rune D version of "Wrath of the berserker" as "Thrive on Chaos",
etc.
