I got a 2 os gray staff and put in Ral and Tir runes. Then I read that you need to put in the Tir rune first. So I did that and got the same result as the first time.

tir+ral placed in a gray staff with 2 sockets. There's really nothing more to it ... provide a screenshot of the failed leaf you've made and I'm sure we'll be able to tell what's wrong.

I looked again and the 2nd staff was not gray.

Shop for a 2 socket grey staff from normal Drogan (Act2.) Get a 2 socket staff that has +3 fireball or +3firewall on it and your leaf staff will be very powerful.
