Why Necro Circlets with 20% FCR are so expensive compared to the others? I even checked the breakpoints and the maximum for him is 125% so it wouldn't be hard to get there even without the circlet?
Using fcr on the head necro can chose to use Homunculus for nice blocking and/or using skills rings instead of fcr rings, etc, etc.
What other options for helm do you have with skills and that free up other slots for skills?
Then if we look at the other classes:
- Druids can have crazy pelts and the last fcr is hard to reach anyway
- Lite sorc have griffon's, cold sorcs can't ignore nightwing's, fire sorcs are PvP mostly
- Sins aren't favored class (plus I don't understand nothing about them)
- Barbs will prefer arreat's or crazy carnage helms in most cases
- Zons have bad breakpoints anyway and can also use griffon's and 1.07 valks with greater gains
- Paladins that need fcr in helm slot aren't that many (edit: and can use griffon's also)

Well, if you look at it this way, its better than having 2 6% mf scs and 1 perfect vita sc. Although it could be much better.
Yeah, decent for self-use, no apparent trade value.
