Due to the unfortunate levelreq of the woestave, you'd be better off with a bonesnap or add a level for steel driver.
Fortunately, your question is 'could it work'. And I guess it could, though you will be vulnerable to other chargers. You may want to get some zeal for when you are up close and personal. 0 ias gets you 9 frames per attack, 15 ias gets you 8 fpa and 39 ias gets you 7fpa.
I'm not sure if you'd be able to take duelers of the same level or higher as yourself(at least 28). Against non-duelers, you'll have a good chance provided they do not have their level 30 skills yet.
Personally, I haven't tried, but I like the idea.
You could just make it and let us know how it goes.

for 2h zeal swords and spears are the faster option.. and for charge a low level great maul/pike or lvl 25 martel/lance are the way to go.. woastave lacks damage

I don't get it.
In LoD you can have a runeword.
In Classic there are no runes, so you cannot make a runeword
Though if you place an s in the middle it's a runesword, which does exist in classic.
