It's not bad for a lvl30 dueler, even though it misses lower res, which is probably vital to someone who duels in normal difficulty.

Any other Poison Necro would use Trang's shield to get the synergy together with gloves and belt.

I doubt that it has any real value. I'd save it on a mule hoping for someone to ever need it. In case of which, I have a +3 poison nova wand stored on a mule.
