Hmm. It seems that weapon racks are affected by the EXACT path you take towards them. I've noticed I can somewhat reliably get a gilded shield (crosses fingers) if I teleport a little farther than I usually do which gets me war boots.
I've read the 1.07 guide, but I don't remember reading that even 1 or 2 spaces can make a difference....

@ziambe - keep on searching the forums - there are a ton of posts on rack behavior in 1.11 and beyond (which is different from 1.07). I even watched a video on You Tube where somebody was repeatedly running to show the differences based on path.
For me, it seems the monsters that spawn or don't spawn near the rack have a huge impact on what it drops.
The rack I've been including in my runs drops Slayer Guards about 75% of the time, and yes, I have already picked up one Arreat's Face. :-)
What tc class do the objects in LK drop up to?
Just got a green chaos armour from them (trangs) but that's the highest tc class I've seen so far.
But I have also got quite a few exceptionals, with a SoJ.

The racks drop up to qlvl 79 base items (alvl -1 = 80 -1), which means it can drop everything up through TC78 and Aegis, Cryptic Axe, Ghost Glaive, Spired Helm, and War Spike from TC81. You'll have to double-check the qlvl of the resulting Uniques to see if they can spawn (e.g. Tomb Reaver can't spawn because it's qlvl 86).
In general, qlvl of the base items for any given TCx (e.g. TC81) is between x-2 and x, inclusive (e.g. qlvl 79, 80, and 81 base items are in TC81). All base items in TC85, however, are qlvl85.

OT for LK running, but while we're on the subject of TC/qlvl and base items, might as well.
Everybody should try to play around with their Meph maps to find a stable Lacquered Plate armour rack near Meph, because that bad boy can (and will, eventually) drop Tal's Armour. If you can get an easy, stable rack, you might as well go for it. Just takes a couple extra seconds.
Does that apply to the skeletons/corpses etc. too?
