Is this type of gloves possible to buy from a vendor? You can buy 3 javaskill gloves, and you can buy 20% attack speed, but is it possible to buy a pair with both?

yes you can, but its same ( well... not really or even close to ) as buying 6 ls greater claws.

Personally I find buying a 3 javelin skill/20 IAS gloves is much easier than buying a 6 LS claw from vendors, at least I have bought a few of the mentioned gloves, but no 6 LS claws at all in my "vendor career".

I found that Anya in hell is the easiest place to buy +3/20 jav gloves. I've purchased many last season (for trading). It helps if you have the red portal open so that you can exit town really fast to reload/refresh her sale screen.
A little patience should get you the gloves pretty quickly.

Your character has to be in a certain level range for optimal chance, but I wouldn't know what range that is. Just thought it was something you might now.
