Well that would be my approach for the first playthrough. Once we have gotten sick of scenery or just to used to it, to not detect any more details, then we can safely wam-bam rush through!
In the ending stages of my Diablo II playtime and also inbetween, i did enjoy some nostalgic slow games with friends.

If Blizzards keeps the density for destructible environment up and allow physics to affect the debris, I think literally everyone will slow down just to see what you can break.
Man, breaking random things is too fun in video games.
It is the reason why Cubium and Angry birds Rio are so populair...

Given that physics calculations are done client side, it's between 0 and 0.

will this character have teleport like the sorceress from diablo 2?
Yes, but it is used differently.
I assume you mean Frost Nova and Teleport. Doesn't seem to be that big a factor. Frost Nova a crowd, blast them with Arcane orbs, then Teleport away when they start hitting you. I'm going to assume that would average around 2-3 seconds there. By the time they close back in on you, Frost Nova should be back up, or close to being back up. An alternative for dealing with 'cannot be frozen' enemies maybe slow time. We see the Wizard using Slow Time with arcane missile in the latest demo. Except the Wizard actually teleports to a small group of monsters to set up the slow time field.
