I agree with lone_wolf on this one. It would suffice to simply make your target a little brighter, or "cut through" the fog/light show a little bit. A visual effect which indicated targeting could be done much more subtly.
It's probably a placeholder graphic. Jesus, people. Really?

I do not think it is meant as a placeholder, but work in progress maybe. I bet Blizzard will come with something better, even if just the unsatisfying toggle on/off, before release.

I must say that all this vehement criticism of the red outline strongly tempts me to fire back just as aggressively and throw outlandish claims about how its absence from D2 was somehow craptacular (Diablo 1 fanboy here), but I'd be deceiving myself and only fan the flames.
So I'll just say that I find it a rather redundant thing to complain about. I happen to like the presence of a red outline, because it instantly makes me feel like I'm watching a Diablo game (It never ever bothered me one bit in Diablo 1, I felt it gave that game a certain charm to it), but if Blizzard gives in to the complainers, it won't ruin Diablo 3 for me, as long as hitting the monsters and killing them is meaty, juicy and satisfying.
Though its removal would probably piss me off simply because of the principle of it; bunch of oversensitive people don't like a harmless feature and shout loudly. Developers, who may have tested the red outline out for months and found it a nice feature that works for them, decide to pull it anyway, because aforementioned, oversensitive individuals scream bloody murder and Blizzard doesn't want to offend its customers.
I've no objections against highlighting monsters, although I'd prefer it not to be an eyesore.
Changing the brightness of a monster just a tad could work.
They already have it where you can take the outline off, just look at this vid.

I asked Jay Wilson about this yesterday morning, and he said it's in the game to stay. He seemed quite sure about it. Though as with most features, some adjustment can be made during the beta when more player feedback comes.
