These charms are very rare, and very useful for one of the most used PvP builds (ES sorc) hence the high price. When you get rich people who really want something, they overpay. This charm is one from perfect, and everyone would much rather have 20/16 than a 19/17 so the 20/16 is worth significantly more.

There are other trading sites that value these rare items much higher than here and I have frequently let posters who were practically giving away their items know about them and about what value they should receive. The reason I do this is simple, there are many posters here who would simply buy that charm for the sole purpose of reselling it on a different forum, and I figure why should they sit back and get even richer (like hundreds to thousands of HR's rich) when most of these people can't rub a couple HR's together at any one point in time.
