I found a rare item that gives -70 to monster defense. I don't really get how this works.

For each hit, the monster defense will go down by 70 points? Also, does this work on all monsters or not bosses etc? What kind of monsters does this work against?

Overall, is this even a good modifier in your opinion?

I am playing a frenzy barb btw. In case that matters.
