What would you do with a hardcore necro with no source of funds and first time playing in 3 years. What stats should I raise and what equipment should I get
i would recommend a fishy mancer, with a good golem as well, no mages or revives, plus work on curses like lower resit. Key things would be Raise & master skellies, as well as summon resist. Fishy mancers arent entirely gear dependant until hell mode as well, and if played right your char will hardly ever be touched. Look for early on wands/heads that do + to raise or master as it will give you a little extra punch getting going. chances are youll be able to solo up until lvl 70 or so. Also I beleive skellies have a base of 50mf, so mf stacks when you added mf gear. Ive always found my necros to be great mfers. Here's an easy Hardcore build, used by me, my friend DK, and lots of others I'm sure.
The Dim Vision Hardcore Necromancer~!
Raise Skeleton, Skeleton Mastery, Dim Vision.
Those get 20 points each.
Everything else in the summon and curse trees get one point and get a point in Corpse Explosion.
After that, you've got 20 points to spend when you get to level 85 or 90...somewhere in there. Depending on what you like you'll use these differently.
Corpse Explosion - A popular choice to max. A really powerful spell at all levels, this baby clears screens(!), and at high levels it uses tons of mana when cast.
Skeleton Mages - Mixed elemental damage, extra minions, and ranged attack. Not as fast as the CE variant, but certainly viable. The extra elemental damage can help out when you're casting Dim Vision on Physical Immunes, I found.
Bone Armor/Bone Wall - This is the safety version of the build. I've never tried it, but some swear by it. One point in Bone Armor, rest in Bone Wall to give yourself a decent shield against the physical stuff that gets through your skeletons.
Gear is irrelevant, you'll figure that stuff out as you play. Keep your resists up and your curses ready!

I'd try to find a homunculus and go max block for hardcore play. One point in Bone Armor and maxed Bone Wall is also probably needed for a bit of extra defense. Whether to max CE, Mages, or Golem Mastery (for iron golem)...I'd probably go with mages just because they are such nice meatshields that hang back with your necro. The more minions you have for enemies to attack, the less likely you are to die.
Now what about stats?
I just started him so hes only level 2 but I left the stats alone and put 1 point into Raise Skeleton
So looks like, 20 raise skeleton, 20 ske mastery, 20 dim vision, maybe 20 in bone wall? or is armour better?
Basically I want to take this character all through hell and also do runs to get some items.
What other spells should I get? Any curses
A maxed DV build has its merits, but I recommend going the fishymancer route first (only 1 point in DV until you feel a need to add more) as it forces you learn more evasive skills (constant clay golem recast + decrep on first instinct) that you'll need on HC. Often pple forget that DV is useless for bosses and champions, and have to fall back on decrep anyway

1 Amplify Damage (your main skill to help your skels)
1 Corpse Explosion (when you have lots of mobs together)
1 Decrepify (for bosses)
1 Clay Golem (slow bosses and attracts Diablo's attacks)
1 Summon Resist
Rest is up to you. For STR it's whatever you need to equip your gear, maybe around 120. DEX you want to get around 200 eventually to go along with a good shield for 75%+ block rate. Rest into VIT. 0 into Energy.
