You do know the main fire attack of a Meteorb is Fireball, not Meteor, right? Anyway, since you don't want a Meteorb at any cost, I suggest you make a dual elementalist with focus not on cold tree, but fire or lightning one. Meaning you shouldn't synergize the Orb with the Ice Bolt (waste of skill points!), and neither should you pump CM like no tomorrow.
Following builds are NOT meteorbs:
FO/FW (although in 1.10+, FW has lost some of it's charm due to lack of synergies)
FO/Hydra (should be a fun one)
In any case, having a well-synergized fire/lightning attack is more important than a pumped FO, at least for a dual-elementalist.
Also, forget about Thunderstorm. Unless you want to spend 10 minutes on each Cold Immune trying to bring him down with the lightning strikes.
I would really advise Blizzard/Fireball as Baal runner. However, if you're an avid Orb fan you can do Orb instead.
According to the Battle.Net baal have 50 resist all in Hell. So you're looking for 27 CM max. As for Backup on Orb, I think you're best bet with 40 or so skills would be Fire Ball. Maf FBall and FBolt, 1 point in Mastery. Depending on what gear you'll have you may not need to max CM, and can spare more points into FM. Other options is Firewall(better if you have less than 40 points to spare). I can't see anything in the Ligth tree working fine unless severly twinked.
[Edit] I see you plan on having 19 to all skills. Well in this case almost anything will work. I also remember that if you're going with Cold as primary attack you will mainly need a backup only to kill those boring skeletons on the second wave of minions. So yeah, 2k Nova will work fine. I would max Ice Bolt rather then Thunder Storm, though.
Since you're going to MF, why not use Tal's? Damage output may not be so good considering your current gear is very dmg oriented, but Tal's is a decent balance between power and MF for dual elemental sorcs. And with a 35 spirit, you'd hit the same fcr breakpoint...
