'-% Target Defense' Vs. 'Atatck Rating'

IMPORTANT: '-% Target Defense' = Item Based (example: eth rune, The Redeemer, etc...)

1-)Which one is better? Are there optimal values related to them ?
2-)If you were able, would you prefer "-40% Target Defense" or "40% Bonus to Attack Rating" ?

depends on your opponent's base defense and on your base AR.

-% defense works at half efficiency in pvp.

lowering the denominator by x% will always increase the value of the ratio more than increasing the numerator by x%, but you have to consider that most melee characters have mastery/skills that boost %AR, so the effect of %AR on your weapon will be negligible because the percentages are summed instead of multiplied.

In every realistic pvp situation where AR in important (vs. high def chars) -x% defense is better then +x%AR

Yes, I know that -%def works at half of the listed value in pvp.
