For example, always roll baal gc, because you have @ least 5% chance of skiller.

Just to expand on question one...

The only useful affixes a Baal SC will get you that a SC from a lvl85 area (eg Pits, ancient Tunnels etc) wont are the top elemental, top poison prefixes and of craftsmanship (+1 max damage).
Everything else is already available (eg, resists, life, fine, etc..)
