What is upping?

I've read about upping in these forums, but not quite sure what it precicely means. What it really means and how can I do it? I have a hint that it means for example making elite item from an exeptional item. If this is true, is it possible to do with uniques and set items, for example Aldur's Rhythm Jagged Star?

Upping means upgrading a Rare or Unique item to it's exceptional or elite counterpart. The mods stay, only the base item is rerolled. More infor on Arreat Summit.
