Am I correct in assuming that DS does the CE damage - 50% fire, 50% phys. plus some lightening damage?

Yes correct, it will use a CE slightly weaker then the necro version, or fire lightning bolts just like LS.

Just to clarify, does it do lightening damage when there is no corpses to explode, or does it do lightening damage in addition to the 50/50 when it fires CE?

They are separate. When it doesn't find any targets for CE it will instead fire a lightning bolt just like lightning sentry.
