I think you are wrong, people might behave immature once, but most people change after that and drink responsibly, which doesn't seem to be the deal with adults, same party after party, get drunk, talk lotsa BS and so on.
IMO, you shouldn't drink until 18, but I believe that it's ok if someone chooses to do so.

not so much peer pressure, no one pressures anyone into drinking, it's just seen as not normal if you don't
There again, why be concerned with what people think of you if you chose not to drink? The fact that you say they do it so they aren't seen as 'not normal' means that peer pressure was involved even if people don't tell them they have to do it.
