I'm sure they're just scoring cheap political points since this is unconstitutional and all. By the time the Supreme Court gets around to striking it down the election will be long over.

Is the vote anonymous? If so it may have been engineered this way. Great way to appeal to the voters without having to actually do anything stupid. His one arm doesn't have a lot to do with the issue of flag-burning itself. It has everything to do with Republican Senators who've never seen combat pandering to the more nationalistic elements of their base by appealing to the supposedly 'hurt feelings' of veterans.
None of the Republicans in the Senate are veterans? Wow!
