I've been finding I switch between the two. With half a dozen or so extra skiller items, I find that even a single point in each serves very well. In large expansive areas, I usually run multi (in conjunction with pierce is very nice) and when ther are more scattered monsters, I run strafe. Strafe is awesome for bosses with the odd minion hanging around as it takes care of them nicely.
For the pits and baals, I'd prolly opt more towards strafe, but at least 1 in multi if you have the spare points will help a lot.

for PVP you take guided arrow, and perhaps multishot. Strave will put you in stravelock and it is not fun to be killed because of this when all you hit were those stupid zombies.
And multi shot is better for shooting far offscreen.
pvp use guided arrow and multi shot
pvm the only time i use multi shot is wen im doing cows :| i strafe everything else...MS just feels like not doing no where near enuf damage as i want it to, and mainly i run out of mana far too quick using MS, 10 ms and mana gone ><
i'm old school, so multi-shot/ga zon ftw.
i have mine specifically set up for hell chaos runs:
near perfect andys with a 15 ias/high ar jewel
coh scarab husk
faith gm
laying of hands
nos coil
a duel leech rare ring
a manald
atmas(for the amp proc; essential for phys immunes)
gores
charms are a hellfire, anni, gheeds and some skills grands and r/w/ar smalls.
that adds up to 175% extra damage to undead and 750% extra damage to demons, both stats doubled AGAIN if amp is proced on the thing you hit.
needless to say, she does enough damage.
wastes entire sections in 2 or 3 multi shots.
Your helm needs to have at least 45% iAS and a 20% IAS ammy to hit the 7 frame MS.
