most barb uses dual +3 warcries spears so they get +6 total warcries, but what happen if they dual wield cta? i know bo are capped at 3 for barbs, but theres still +1 to all skills on cta, so when they dual wield cta they should get total +8 bo, am i right?

no the maxiumum bo from items u can get is 7 bo. The bo on cta is capped for Barbs There is a link somewhere to this.

Basically, the CTA's +bo is a oskill so it is capped at +3, so only 1 of the cta's +bo are taken into account (only +3 to bo, not +6). Then you add the +1 to all skills on both for a +5 bo. You can get +7 bo by using a cta with an echoing weapon but it is much cheaper just to go with 2 echoing weapons since it gives +6 to all warcries, and not just to bo.
