its the old r/d msg that bliz sends u when u enter/exit games to fast or cause a strain on one of the servers. these can last from 10mins to a good number of hours.

Now that you have a R/D, don't try to repeatedly log back on as this will only extend the ban. Go do something else for a while and try again later.
