It's penetrate, not pierce.

Melee attacks does not pierce, since this is not a kung-fu game. (sadly)

The AR% bonus bonus works for Spears, Javelins, Bows and Crossbows. AFAIK there is no penalty on melee weapons.

I have used weapons like swords before and received the full penetrate bonus
