I have a 177% ED Eth Skulder's which by the price guide by Dark Shiva goes for around an Ist. Would upping it and maybe PTopazing it be a worthy investment to make it more than an Ist, or should I just leave it?
Upping it won't help the value any because it increases the required strength substantially. If you have a build where it won't be an issue and you are keeping it, then up it if you want to, but most MF pally or sorc builds won't have the required strength.
In average, upgrading will increase its value by the value of the upgrading runes, of course, probably a little less because with the runes in separate you are still free to do something else with them.
As it's about an armor, its base defense will be rerolled randomly and its value will depend a lot on the result of that. If it's above average, fine. If it's below average, not that fine. In the latter case it will probably be worth less than before.
