Says that rapid logging in/logging out, muling, magic-find runs (like Pindle which can go VERY quickly), rapidly creating new games, etc, all can lead to this temp. restriction.
This isn't a 'ban', it's a restriction..meaning temporary DOS..logging in does not cause the restriction to go for longer, nor does it say anywhere that it will cause it.
Mate... This IS a IP restriction. Only your IP will get banned for a certain ammount of time. Its only your IP. IF you manage to change your WAN IP ( the one you get of your provider like 84.29.180.15) You will be able to play.
IP's like 192.168.1.101 or 102 are your INTERN ip's. You are probably using a router who gives these ranges of ip's to your network Computers. But these ip's wont reach the outside world. It wont work if you change these.
Also, lot of internet-Provides work with dynamic ip's. But its never 100%certain that you get a new ip if resetting your modem. You could allways try ofcourse!
What about: If i keep trying to log in and i keep getting restricted, does this make the restriction any longer??
I asked this question at the blizzard phone-support. They said: YES, the restriction will last longer if you keep trying.
I did a lot of research why you are banned and what you can do.
A: Just wait and sit.
B: Check your neighbors Wireless connection.. if you are lucky.. it's unsecured
C: Contact your Internet provider, tell a nice story and maybe you get a new ip.
D: Contact blizzard (http://www.blizzard.com/support/?id=aDisplay02038p At the prefered country/service-desk. COSTS 0,20 Euro cents a minute.
Ask them to confirm your Restriction, they will ask your IP address and wich realm to use. Then he can tell you when you get un-restricted.

Solution that worked for me (requires you to have a dynamic IP). The following will change your IP and you will be able to play again right away.
First start the command prompt: Start menu -> Run programs... -> cmd
Then type:
ipconfig /release
net stop "DHCP Client"
net start "DHCP Client"
ipconfig /renew
(If you are lazy like me open notepad and copy/paste the commands and save as .bat - just need to run the batfile next time)
or if you use a router, log into it and renew its ip, or just hit its reset button
renewing your pc's lan ip wont change your routers ip
Although everything that people have said (frequent joining etc) can get you restricted, I also think there are times when you can do it plenty and NOT get restricted, and times when you can do it only twice and get restricted. Why? I dunno, ask BNet.

I, too, got restricted for a bit today. Maybe they're up to something.
Well they probably dont pay much attention to DiabloII anymore, thats why they have developed this kind of system wich can be verry sensitive in this case type's of spamming.
Its probably all automated... that is why support people won't/can't help you with getting unrestricted.
Remind that diabloII is a old game...
Temp ban is been already for 4 hours. I guess playing today is a no no
MIikay, if you are still banned tomorrow, you probably have a long term bans.
You could choose for point D as i told in a few previous posts:

Ive been temp banned 4 times today. Mephisto has been good to me, so I've been working him over, bnet doesnt like nature peace, facet, 2x arach mesh, stormsheild, and bunch more in one day.
