Oak for windy?

ive made some windys too and to my experience i find it best to max oak first off, and just get preqs for tornado or hurricane...see, a windy doesnt get any actual usable skills until higher lvls anyway, so just get oak out of the way.

if not, at least sink 10 into it, since at lvl 16 what are u going to do? kill with artic blast?

Which is fine for group play. Solo I'd work on getting CA up asap.
