Actually, it goes further than that. In England it is only Football (soccer) fans that have been associated with racist chanting, and not rugby cricket or even lawn bowls. In fact, it is likely more that the "Far Right" have typically hijacked football matches for their own ends rather than the general supporter being racist.
Of course, I cannot speak for the rest of Europe, but I imagine that it is a similar occurance over there.
And as for pervading chants in the stands, "The Referee's a w****r! The Referee's a w****r!" is by far the most common.

But I can't deny that Spain's cultural insensitivity has dulled somewhat.

Uh. I attended a football match in my country (last year if I remember correctly) when an afroamerican player from an opposite team was not only insulted, but also attacked by banana-throwing hooligans while he entered the stadium. It may sound funny, but it wasn't. Now THAT is trully racist.
BTW I don't know what do you have agains Spain (apart from the fact that their team beat us today 31-30 on olympic games handball:0, it's not really a country when you can spy serious vicious racist events...
