FOH x ( 1+ 0.07 * lvl of Holy Shock + 0.05 * number of Jewel ) = Final Dmg ?

or

FOH x ( 1+ 0.07 * lvl of Holy Shock) * ( 1 + 0.05 * number of Jewel ) = Final Dmg ?

You dont use FOH for the damage so dont worry about it. But for the fact: i dont know.

Second option is the right one.
+% to an elemental skill is treated as a Mastery so it multiplies your FOH damage (after synergies).
