This is the Wizard using Arcane Torrent (http://www.diablowiki.net/Arcane_Torrent) with a Golden rune making it into Power Stone. Where every missile hit has a 5% chance to leave behind a Power Stone that grants Arcane Power when picked up. Rune Rank 4.
