So if I change quest to a previous act or chapter say, what do I exactly loose? all progress passed that chapter or act? or items and gold etc?

No you don't lose anything it just makes it possible to fight a particular boss again.

It's a way of going back to an easier spot in the hope of getting some good items that will make it easier for you to progress the story. In the later difficulties this will probably be more important than in normal.

This is not my experience, and I was going to post this question. I went back to an already done quest and I certainly lost the waypoints and all progress. I had to do everything again. Unless I dont know how to "get back" to my latest developments.

Your character persists, but you lose your progress for that particular game (not your overall progress). Waypoints are tied to the quests and so are adjusted accordingly. All your items, gold, exp, et cetera remains.

That makes sense although what if I was in chapter 4 and starting a new toon that I wanted to farm some gear for quickly back in chapter 1... I go back to that chapter and it bones my save and I have to work all the way back to chapter 4 again.... that gets rid of that option then. Is this an attempt to stop twinking?

I'm not 100% sure, but I believe it just rolls you back to that chapter for the remainder of the game you are in. So then if you log out, you can then choose again from any chapter you have completed on that character, not just up to your last save spot.

Lacerta is correct, when you want to go back to where you left off, all you have to do change quest again and select the latest quest available to you. As you start the quests they become available to choose from that start point in the quest selection menu.
