This is a very monk-centric balance patch, some nerfs and buffs as they tweak it around.

Official Patch Notes:

Active Skills

Blinding Flash - Spirit Cost reduced from 30 to 10
Blind duration increased from 3 seconds to 5 seconds
Now has a 15 second cooldown
Crippling Wave - Damage reduced from 135% to 110%
Dashing Strike - Damage increased from 65% to 160%
Exploding Palm - Explosion damage reduced from 40% to 30% of target’s max health
Fists of Thunder - Damage reduced 120% to 100%
Inner Sanctuary - Spirit Cost reduced from 80 to 20
Now has a 30 second cooldown
Lashing Tail Kick - Damage increased from 180% to 225%
Cooldown removed
Lethal Decoy - Damage increased from 110% to 330%
Duration reduced from 5 seconds to 1 second
Decoy is now summoned directly on top of the Monk
Ability now plays a casting animation

Nice to see the buff to Lashing Tail Kick and Dashing Strike. The Lethal Decoy change will be interesting to see how well it'll work with only 1 sec up time. And truthfully I expected the Exploding Palm nerf, I'm surprised it's not yet been changed to a wpn % instead of the hp % given how godly corpse explosion and death senty were in D2. There is also no sign of the new AoE ability Jay mentioned in the IGN interview a few days ago.

-I'm expecting a change to Beacon of Ytar given the removal of the CD on LTK. Edit: Knew it was going to be changed, but it seems they thought SSS was too powerful without a CD even if you couldn't cast it back to back.
-Some skills will list a differrent wpn damage % in game then is listed here or in the calculator due to certain skills scaling with your weapon speed (the APS of the weapon) see this thread (http://diablo.incgamers.com/forums/showthread.php?t=815482) for more info.

One thing I haven't seen mentioned and that makes monk gameplay feel less responsive is the fact that they removed the wrongly labeled cancel animation "exploit". This was never an exploit, it was simply effective use of game mechanics.

Before I would just use dashing strike to quickly move from one pack of enemies to another in rapid succession because the skill would cancel the animation of whatever attack I was doing and most of the time that pack of enemies would be dead already. This made gameplay feel lightning fast and fluid, which I loved.

On patch 5.0 I actually have to wait until the animation of whatever last skill I used finishes for dashing strike to work, as a result I find myself spamming the key a lot more. You can't even chain dashing strikes either because the skill itself has an animation which needs to finish before the next action/key press registers.

It didn't get mentioned, that's true, but we did see it coming

http://us.battle.net/d3/en/forum/topic/3341754892#11

It's an intentional mechanic, not an exploit or bug. Our intent is simply to make combat feel good and responsive, but the implementation to hit that goal in the closed beta build is actually quite old. It's likely you'll see changes within some future beta push that reflect more what we're testing now internally, but of course it's possible that won't be the final implementation either.

Transcendence also heals less per spirit now. 16.2 down from I think 20 something.
Mantra of Healing now heals 81.2 per second down from 159.x
I think Breath of Heaven might heal for less but I'm not sure.

Also for the Wizard, Galvanizing Ward now heals for 122 a second. I believe it was at least 160 before. So it seems a general nerf to healing.

Yeah all heals across the board got nerfed by about 50%. I'll have all the changes typed back up tomorrow.

Updated with changes found in the talent calculator.

Its interesting to note how much they are playing around with the monk considering the last two overhauls of whole rafts of skills as well as the mentioned new skill to come in. I believe for the moment I am going to stop thinking about potential builds until everything settles down a bit. That nerf to exploding palm hurt too much. sniffle.

edit. ps thanks neinball for the skill changes write-up

I've noticed no changes in the talent calculator for monks skills for patch 7. I'll forgo the patch 7 post that would announce nothing!

And thanks MrMan, I'll do my best to keep notes on all changes for monks from patch to patch.

Still don't think it's worth posting a new topic for patch 7 especially with patch 8 about to hit but I just noticed that at some point they buffed Chant of Resonance to increase the duration of mantras by 7min up from 2min.

Maybe someone can post a video of the new Cyclone Strike (Patch 8) Skill? sounds really useful. Now I actually have a choice between SSS and another skill, by description favouring the new Cyclone Strike. The Bell just never did it for me and that kind of forced me to use SSS.
