No. You want character as high as possible, so claws spawn in their exceptional/elite counterparts.

Just for kicks, I did some calculations.
You have 0,000000000044666896896 chance for your claw to spawn at Anya's. Everything is included, with chance of base claw being GT, with avg 3 claw spawn/visit etc. Take it with grain of salt but numbers aren't too far off. Just *1000 to find your chances, but seriously, if you feel that lucky, go play lottery instead :)

Yes, the chance for an exceptional claw to spawn goes up with character level.

ok thanks. I am wondering though how you arrived at that number? Seems a little extreme lol :) Since 30 ias = 40 ias anyway, do the chances double?

I used that formula to get chance of your affixes * chance of staffmod +3LS and I eliminated chance of it spawning as elite claw and also as SQ or SS type base. My calcs might be (way) off since I did it half asleep, but chances to find such specific claw are so low that having any hope of finding one intentionally is just deceiving yourself :) Kudos if you actually manage to do it :)

If someone can redo calcs all the better, I'm pretty sure I didn't even input chance of both prefix and suffix spawning on claw (25% iirc?).

damn, I am missing one thing to be able to calculate everything myself. Let's assume we are shopping with lvl 90 character and we are interested in greater talons only. Let's also assume anya has 3 claws on the avarage on each visit. How do I determine the probability of there being 1 greater talon? How about an archon plate?

Well, you do get the 'chance to upgrade to exceptional claw in Hell' with a clvl 90 character. What you also need is a rough estimate of how many Blade Talons (and excep/elite counterparts) she sells per visit. Visit her 20 times or so and count them - that should get you a rough estimate.
