This build is on the premise that frenzy's damage buff applies to all attacks following it, not just frenzy. If not, frenzy would likely not have a place in this build.

HotA for obvious reasons. With Revenge and WotB it's a 50% chance to crit, pop Overpower before hand and it's 66%. WotB should be able to be up around half the time. Tough as nails keeps me alive, and focus on DR allows Revenge to be workable on a consistent basis, while Leap Attack allows mobility and utility, plus stunning is useful. Could trade those two for another 9% crit chance, but at some point you've gotta accept that survivability and utility have a place too. If frenzy's buff is frenzy only, and maybe even if it's not, substitute Frenzy for Battle Rage w/ golden rune. Makes WotB last longer, gets more crits, increases damage, etc.
(For gear, stack armor and life leech for survivability, plus as much precision as you can get your hands on).
Thoughts?

At the very least, replace leap with golden battle rage. Also, frenzy doesn't really generate noticeably more fury than cleave, so even with the damage bonus, cleave might be better (all depends on how much of your damage actually comes from hammer of the ancients vs how much damage actually comes from cleave or frenzy).

Thing is, memories of D2 make me really want Leap attack- all the situations where there is a stupid chasm, river, etc separating you from the guy you want to kill, and he has ranged, but you're a barb, so...
On top of that, those same obstacles can be used to make good your escape, and furthermore, even in the thick of things, if things get too frantic, a 3 sec stun on 70% of the enemies is a wonderful way to turn the tide. So, if I were to replace either, it'd be the frenzy for the golden battle rage. I'd love at that point to have Unforgiving, maybe I'd replace Boon of Bul-Kathos with it, to prevent excessive reliance on auto attack? Think the extra rage generation from Golden Battle Rage would even that out?
If I were to replace frenzy with Cleave, though, (and Leap Attack w/ Golden Battle Rage) what do you think on Runes? Indigo for Gathering Storm, increaing the number of baddies hit by the HotAs?

Golden battle rage synergies quite well with golden wrath of the berserker.

I think making a build without at least 1 spam-able fury generator and 1 spam-able fury spender is rather silly. Especially with the cleave nerf, making "cleave-spam with 20% more damage when at max fury passive" not really worth considering.
You want to keep leap attack for utility? Fine. Then drop overpower or revenge. That extra crit they provide isn't really as good when you don't have golden battle rage, anyway.

I choose my engagements (Leap Attack), draw people into the fray (cleave), am prickly and hard to kill (Tough as Nails), and when they do hit me a lot I just take it all back (Revenge) then go Ape S*** on them (Wrath of the Berserker, Battle Rage) and Hammer the crap out of them (Hammer of the Ancients). It'd be nice if Unforgiving and/ or Overpower could fit in, but overall I'm not dissatisfied with how it stands. Plus, I don't have excessive reliance on one rune type, have types to trade away, and have easy itemization (Precision, Armor, a smattering of Attack and Thorns, mild levels of Life Leech and I'm good). Overall, I feel a relatively well balanced and workable build, in theory at least. And only until the next patch. Still- Thoughts?

You have some nice synergy for keeping up WotB, but I'm a little worried about your survivability.
Here's a build with a similar premice I created a while back; it offers very, very good survivability through health globes generation on critically hitting and threatening shout and of course the best MF possibility around at the expense of probably dealing less damage than more traditionnal builds such as yours, mostly due to the lack of WotB, CotA or Earthquake, depending of course on how much crit strike / crit damage I can achieve. If I were to switch something out, it'd likely be overpower.

Bonus attack speed from frenzy does not apply to other skills. Thank god imo, in game that 4 seconds is incredibly short. It's hard enough keeping your frenzy going as is, it would only be worse trying to use another skill in between. Although, I did try and test out bash and frenzy together, that's how I found out they do not work together :D

Only thing I might change would be one skill for battle rage crimson rune (other ones suck imo). Only downside to this change is that you'd lose the 20% extra damage from having full fury.
Without the change there is your buff (warcry), main attack skill (frenzy), 2 movement/tactical skills (leap attack, furious charge) and then two free situational skills (revenge, overpower) which will help with critical hits.
Passives:
Weapons Master - Makes all but mighty weapons useful (+ crit% maces/axes probably best).
Ruthless - More critical % with more critical damage helps with all skills.
Berserker Rage - Pretty much a constant 20% extra damage to all skills (unless you use battle rage)
Not the greatest defensive build, though there is warcry with the health regen and max hp %, but a pretty good offensive build capable of a large % chance to critically hit.
