This is the main reason they are not in the beta. Jay stated during the press event that Act is the absolute earliest we see runes drop.
Runes are also under going rather significant changes internally at the moment as well with the proposed skill attunement and possible random attribute properties.
Wait wait runes goes to lvl 11 now? I thought it was 7..

He was talking about character levels.

Ask the devs for their reasoning.

Hmmm one second...they are revamping the rune system? Since when?

Since probably always since they're always changing stuff...but specifically they said so around the big 8/01 news release. I expect big changes.

As far as I know it's unknown when they will be introduced in the game.

What you can see in the beta is about the half of it according to Bashiok and it should take anything from 1 to 3 hours to playthrough, depending on your playstyle. This is all we know about it's length.

tyvm. but i am wondering about why does the beta only cover so little? what about other glitches etc? like later in the game. and also about balancing? how will they do that?

They are confident, that their internal team can work those out. The primary goal of the beta is to test their server architecture which, according to Bashiok, will probably have its fair share of problems, since its brand new.

where did you get that? To my knowledge they HAVE been revamped... You can even see the rune effects on the official site, so I doubt they will revamp them again.

He probably meant the possible revamp that Jay Wilson talked about at the beta press event. Random affixes on runes, skill attunement, unidentified runes, all that good stuff they were thinking about adding to the game.
The main reason they probably don't want to introduce them in Act 1 is to prevent players from being overwhelmed with skill picking before they are used to the game itself. Pacing and whatnot.

Maybe some rare/legendary runes? :whistling:
With their actual way of leveling, it will be difficult..but...it really would be cool.
Legendary runes would be pretty damn great.

They could also grant you powerful bonuses if you use certain rune combinations (all Indigo, all Obsidian, etc.), kinda like Runewords did in D2, but less "enigmatic".

Hoo nice one Rock. But unfortunately i dont see the team adding this system, since their moto now is "more builds possibilities, less cookie-cutters", since this system would lock players in a pre-determined way, so they dont loose the bonuses.
But who knows? If anyone can pull something like this, is Blizzard.
Im confident that wathever change they (possibily) bring, it will put a stop, or reduce this "free spec" feast

I suspect that if they need to, they can expand the purview of the beta later on to encompass more/all of the game. And I fully expect them to do that if they want feedback on the fun and balance of more complex mechanics in higher level areas. Unless they think they can get it done internally.
I high level Beta? Forget it.
This is no Free MMO...but i understand your concern.
About bugs in later areas, they will correct internally.
