I believe you are correct. I dont remember a Sparker set in D2 so it must be new and tied to D3 storyline perhaps?

Good question. Obviously you won't be able to complete Sets with class specific parts if you aren't playing as that class, but we don't know if all Set items will require a certain class or not.

Sparker was the name of a Wizard in the PvP part of BlizzCon 2010 b-roll video as well. The lucky bastard will have a Set named after him. :)

More likely the name of one of the Dev team. Things like that often get slipped in.
