If the Worldstone hides Sanctuary from Heaven and Hell, then how did Hell successfully banish the Prime Evils there if they couldn't see it??

That is a brilliant question! I dunno!
I think before the Sin War trilogy the worldstone hid sanctuary. Heaven and hell found out about it during its events but agreed not to invade it. Since then they know it's there but the worldstone keeps Angels and demons from manifesting in their true forms for very long or they'll lost most of their power. That's why tyrael has to go back after act 2 and the prime evils have to take mortal host bodies when they're exiled.
