Please keep in mind this is his first impression. He sorta talks like it's his final verdict on the game which he states in the forum on PoE he should have rephrased some things.

Yeah, the NDA is very loose. Basically, as long as you ask GGG permission, you can do basically anything. Insofar, I don't believe any requests to release media have been denied; people have been posting screenshots and streaming all day.

Ya I actually came across some streams and actually found Chris' stream! He is sleeping now I believe though. It was hilarious people were spamming him suggestions and praise. He is a modest guy though.
