In Diablo 2 patch 1.09 al the unique bows and crossbows fire level 1 magic arrows/exploding Arrows. So I for the 1.09 Statistics Witherstring and Hellcast should have: Fires Slvl 1 Magic Arrows and Fires Slvl 1 Explosive Bolts.
From the Patch 1.10 (http://) changes:
Newly-found (post-1.10) magic bows with the properties "Fires Magic Arrows" or "Fires Explosive Arrows" have these properties at appropriate skill levels rather than being fixed at level 1.
