I'm playing devil's advocate here, but what will this skill mean for HC?

That depends entirely on the S&E implementation.
It also depends heavily on our ability to play at near 100% HP.

In D2 that skill would mean immortality for witch doctors, however in D3 where we might be forced to play on low HP if we don't want to go insanely slow, or where we might not be able to flux the moment it procs, it might not be so game breaking.

Agree, hard to say until we know the full mechanics on S&E and town. Though to partake in theory crafting, in diablo 2 I would say that it wouldn't help much as most things that kill you in HC kill you in 1 shot from more then 10% HP. I'd imagine that for this to be useful D3 will probably need to have monster do less damage but a more often, or that the skill can activate when your life goes >10% life to 0 and not die.

Seems reasonable to assume significantly lowered damage, since there is no potions and the design direction seem to be going toward forcing you to stick it out a tough fight.

We shall see.

Hmm. I definitely retract my previous statement about immortality, I wasn't thinking... I suppose there's a reason chicken users tend to set it more around 90% than 10% ~_~

I think you're half right, for that reason it's definitely not the immortality, but I still think it'd be rather helpful. Snakes and gloams, for example, tend to hurt because their damage is bugged and hits you multiple times very rapidly.

Another frequent cause of death are double/triple boss packs, you turn the corner and get ganked by all of them at once and deeds. It's tough to say if you'd be in the range for the skill to proc in situations like that, but I think a lot of the time you probably would. Stunning an FE repeatedly causing his explosion to trigger multiple times is another place where it's questionable if this would save you.

Or there's everyone's favourite, the lag death. This would give you 7 more seconds to time out before the lone fallen beats you to death.

But yeah, you're right, a lot of deaths would still be unavoidable even with this spell.

Good points there, hopefully this pans out to a more then "Russian Roulette" style of useful skill in D3.
