Thinking about building an Arctic blast druid with a +14 arctic blast frostwind cryptic sword. Is it feasible? or is the skill capped at +3 like other items...I don't see any note about it on arreat summit

It's an oskill, so it is capped. It's on the AS item page.

yeah a druid only gets +3 to arctic blast from frostwind.

Isn't it bugged like inferno as well, so it does only ~1/3 listed damage?

not to my knowledge. arctic blast late game tends to be a pretty useless skill.

Yes, it's bugged like Inferno.

Yeah, you'd be using a bugged skill that only does 1/3 the listed damage and a weapon that only gives +3 to it, if that sounds like a good plan to you, go for it! =)

Well if it would be 1/3 of 100k per second I'd go for it. :)

They won't. Too much effort to recode it and not enough "return" for their efforts. They're too focused on WoW to bother do something like that >.>.

Not that they couldn't just triple the damage and tell everyone to ignore the LCS. We're used to doing that anyways.

Yeah, but that would mean that they'd have to admit something is broken instead of "working as intended".

Well, it hasn't never happened -- they did eventually fix the "mercs and minions attack bone walls" bug after a long time claiming it was a feature -- but you're probably right. It's a nice thought though.
