Is dual dream + lit mastery still viable?

I've seen guides recommending wearing two dreams with lit mastery, but it's my understanding that in 1.12 the two dreams don't add up to 30 anymore, and you'd be left at 15?

how well would holy shock with a conviction merc be able to clear hell?
