is it viable for pvp, like a fc druid?

Tail? No.

Bugs:

Not really a bug, but it's slow.

It requires a phys output to convert to effective fire dmg.

Works best with tiger, which is a charge-up.

Not as effective alone.

Might be fun like a FC if you can possibly grab a few TS charges.

whats max fpa and whats the ias to reach it?

TS = a lvl 9 build though.

And the IAS guide in this forum has all you'd need to know based on ias / wsm for Tail.
