I can't seem to find this information anywhere. I want to reroll a gc that nillik dropped. Does it matter if my lvl 1 mule rerolls it, or should I do it on my lvl 89 sorc? I can't find if char lvl matters or just ilvl, let alone a formula.

You can use this formula to get another chance at a Magic Item of the same type. The ilvl = ilvl. This means to use 100% of the ilvl of the input item.
