Socketing and magic tiaras/diadems

After checking valuable magicals on another forum, I'm curious if larzuk guarantees 3 soc in a 3 soc tiara or diadem - can someone confirm or deny this for me?

Magical items can only get up to 2 sockets from Larzuk, and that's a 50/50 chance, otherwise they'll get 1. This assumes the ilvl is high enough to get 2 sockets.
