As you want 4 sockets and not the maximum of 5, I assume it is about a nonmagical one, to be used for a runeword.

War scepters can have up to 5 sockets if their ilvl is 26 or higher while not being found in normal mode (where there's a maximum of 3 sockets on everything AFAIK, in addition to the usual maximum, except you let Larzuk socket it), so early nightmare is a good place, preferably crowded places. However, places in late nightmare aren't that much worse.

iirc you will never get a war scepter 4os'd from Larzuk, he will either give you 3os if ilvl 1..25 or 5os if ilvl 26+.

Nightmare has a cap of 4os on items that drop so nightmare cows and pindle area are decent source of white drops that some builds can sweep pretty fast (or, for cows, you can simply be a FR/W scavenger, since people are not generally picking these up, afaik).

In any event I happen to have a 4os plain War Scepter on uswscl so my final advice would be: make your DISO request in the appropriate trade forum here (if you haven't already) and be patient (the last 4os requests on uswscl took nearly a week for them to get one).

Normal cows have mlvl=28. Use socket recipe on white war scepters found there. And beware of the staffmods, Rift with high staffmods will be very expensive to repair.
