I have been to so many hammerdin pally sites and max block forums that there are varied opinions on how much dexterity a hammerdin really needs. Some people say leave dexterity at its base and don't add any, gear will get your max block up with holy shield. others say put 90-100 and in other places 130 or even more. OK here is my opinion and in no way does this mean you need to follow this to the exact letter. my original feeling was to have a base of 90 dexterity that's it only 90 however I would have to have about 60-90 dexterity extra to get my block rate to 60-75% base without holy shield using a hoz. now you can get away with about a 50-55% base block rate and use holy shield to max your block. (don't quote me on it you may be able to have your base block rate lower and max block with holy shield) to me this was fine because who needs to waste points on dexterity when you can get your vitality high.
Now a little while ago when I was making another hammerdin I was putting my dexterity in and looking at my block rate I had a lot of stat points to add, if I remember it was about 32% block, then I dumped about 10-20 vitality points on him and low and behold block dropped a few points. As I built the char and added more and more vitality block did drop. Now I have never read anywhere that block rate is effected by vitality but its is trust me so you have to take into account that the more vitality you have the more your block rate will go down. sorry I cant give you exact figures and percentages. the theory that you turn on holy shield and add dexterity until you get max block does work but depending on gear and holy shield level and vitality at any given time and you could have any given block rate. this is more apparent when you change gear over for more skill more mf more strength more vitality all these thing modify block rate up and down.
Ok the problem I see is not getting max block by using holy shield that's easy, but having a low block rate base will get you killed when holy shield turns off. aim at getting a 65-75 % block rate base without holy shield. Now you can do this with a 90 dexterity base and gear but you need to add about 70-90 dexterity to get a 65-75% base block rate 180 dexterity will get you to 75% base this is based on a vitality of about 300 if you have more it will go down, if you have less it will go up.
If you want to try a safe build here are my stats they are in no way perfect or or can represent all the variables of gear that someone may use to change there stats so this is just a base model.

Strength 105 (only put 80-90 as base if you have a ds enigma)
dexterity 120 (only put 90 as a base if you have enough dexterity modifiers to reach a high block rate)
vitality rest
energy nothing
I like to round off char.
